This is pretty basic, so please excuse me. Can anyone here define what is meant by American Foreign Policy? Is it treaties? Is it a written operating procedure or guidelines? Is it law? Or is it the sum total of America's international treaties, agreements, objectives, and policies?
Does our foreign policy change with each administration? Is some of it the prerogative of those in power? What keeps our foreign policy consistent and stable over time and changes of administration? What individuals and groups, governmental and private, are most responsible for shaping our foreign policy?
